1. शैक्षिक योग्यता (Educational Qualification) आपका किसी भी मान्यता प्राप्त बोर्ड (जैसे UP Board, CBSE, ICSE आदि) से 12वीं पास (Intermediate) होना अनिवार्य है। इसमें आपके आर्ट्स, कॉमर्स या साइंस—किसी भी स्ट्रीम से होने पर कोई फर्क नहीं पड़ता। 2. UPSSSC PET स्कोरकार्ड (सबसे जरूरी शर्त) आजकल यूपी में लेखपाल बनने के लिए सिर्फ 12वीं पास होना काफी नहीं है। यूपी सरकार ने एक नया नियम लागू किया है: आपको उत्तर प्रदेश अधीनस्थ सेवा चयन आयोग (UPSSSC) द्वारा आयोजित PET (Preliminary Eligibility Test) परीक्षा पास करनी होगी। जब लेखपाल की मुख्य परीक्षा (Mains) का फॉर्म आता है, तो उसमें वही उम्मीदवार आवेदन कर सकते हैं जिनके पास PET का वैध (Valid) स्कोरकार्ड होता है।

1. लेखपाल आखिर होता कौन है?
सरल शब्दों में कहें तो लेखपाल (Lekhpal) राजस्व विभाग (Revenue Department) का वह जमीनी अधिकारी होता है, जो गाँव स्तर पर प्रशासन की रीढ़ की हड्डी माना जाता है। गाँव की जमीन का पूरा ब्योरा, किसानों की जानकारी और सरकारी योजनाओं को जमीन पर उतारने का जिम्मा इसी पद पर होता है। पुराने समय में इन्हें 'पटवारी' भी कहा जाता था।
2. लेखपाल के मुख्य कार्य (Job Responsibilities)
लेखपाल का काम सिर्फ ऑफिस में बैठकर फाइलें खिसकाना नहीं है; यह एक फील्ड जॉब (Field Job) है जिसमें लोगों से सीधा जुड़ना पड़ता है। इनके मुख्य काम कुछ इस प्रकार हैं:
जमीन का रिकॉर्ड रखना: गाँव की जमीन के नक्शे (शजरा), खसरा और खतौनी (Khasra-Khatauni) को अपडेट करना और सुरक्षित रखना।
सर्टिफिकेट बनवाना: जाति प्रमाण पत्र (Caste), आय प्रमाण पत्र (Income) और निवास प्रमाण पत्र (Domicile) बनवाने के लिए जमीनी सत्यापन करके अपनी रिपोर्ट लगाना।
कृषि सर्वेक्षण (Agricultural Survey): खेतों में कौन सी फसल बोई गई है, इसका रिकॉर्ड तैयार करना (इसे राजस्व की भाषा में 'पड़ताल' कहते हैं)।
आपदा रिपोर्टिंग: बाढ़, सूखा, ओलावृष्टि या आग लगने जैसी प्राकृतिक आपदाओं से हुए नुकसान का आकलन करना ताकि किसानों को सरकार से सही मुआवजा मिल सके।
सरकारी योजनाओं का क्रियान्वयन: पेंशन योजना, किसान सम्मान निधि आदि योजनाओं का लाभ सही लोगों तक पहुँचाने में प्रशासन की मदद करना।

Selection Process

1. प्रिलिमिनरी एलिजिबिलिटी टेस्ट (UPSSSC PET)
यह पहला और सबसे महत्वपूर्ण कदम है।
सीधे लेखपाल की मुख्य परीक्षा (Mains) में बैठने के बजाय, आपको पहले PET परीक्षा देनी होती है।
PET में आपके स्कोर के आधार पर ही आयोग तय करता है कि आप मुख्य परीक्षा (Lekhpal Mains) के लिए क्वालीफाई हुए हैं या नहीं। इसे Shortlisting कहा जाता है।
2. मुख्य परीक्षा (Mains Written Exam)
